A public-facing toolkit for TBV discovery, local CLI workflows, MCP tools, faucet planning, operation status, and controlled public-testnet execution. Mainnet remains prepare-only until Babylon publishes explicit signing and custody policy.

CLI remains the execution source of truth. MCP and hosted API surfaces should be thin adapters over the same operations so agents see stable behavior.
